On October 1, the government presented to Congress its proposal for the 2015 budget. The budget must be approved by Congress before the end of November. The government claims that the budget is aggressively countercyclical.
Fiscal spending in Chile depends on “structural” rather than current fiscal revenue. That means that the government first announces a target: in this case a deficit of 1% for 2015. The income side of that figure is calculated on the basis of estimated long-run revenues, which in turn are estimated using potential GDP (as opposed to actual GDP), and a long-term price of copper.
