A stormy meeting in the European Council, once again because of Hungary

The EU's Foreign Affairs Council, the version of the European Council in which member states' foreign ministers participate, discussed EU financial assistance to Ukraine yesterday. As Reuters reported, before and at the meeting, a number of ministers, including those of Germany, Ireland, Lithuania and Poland, harshly criticised Hungary for blocking decisions on EU military aid to Ukraine, supported in a milder form by Estonia and Italy. Lithuanian Foreign Minister Landsbergis said that Hungary, as a sole member state, was systematically blocking EU decisions on Ukraine, including the issue of military aid and starting membership talks, and on Georgia and Armenia. Diplomats asked by Reuters said that Hungary's standpoint often falls in line with Russia's interests. The Hungarian government denies representing Russian interests, claiming it advocates for peace. On Facebook, Minister Szíjjártó wrote "German, Irish, Polish colleagues created a scene, but that could not change our position, regardless of what the war-favouring politicians are shouting." Translating this to the language of practical consequences, this situation is likely to reduce further Hungary's chances to grab the development funds it expects from the EU. The total amount budgeted by Hungary from this source for 2024 is HUF2359bn or 2.9% of GDP, but in January-April, only HUF290bn was actually received. In less than two weeks from now, the European Parliament will be reelected, but the European Council will stay as it is today, and it will be the Council's right to nominate the new EU Commission, which is to be endorsed by the new Parliament.
