A year of Groysman Cabinet: None is Ready to Change the Government

On Friday, April 14th there expired a year of immunity for the Cabinet of Volodymyr Groysman. Now the parliament will be evaluating Prime-Minister performance. Politicians, experts and journalists actively discuss achievements and failures of the Cabinet. General impression – the key political players are not ready for change of the government. President elections are at the horizon while replacement of Groysman might translate into early parliament elections. Key political players are not ready for such adventure before the main battle for president post. At the same time many observers talk about replacement of some ministers like Igor Nasalyk, Minister of energy and coal industry, Volodymyr Omeliyan, Minister of infrastructure, Stepan Kubiv, Minister of economic development and trade. Minister of energy is seen to be responsible for "Rotterdam+" story and for trade blockade of Donbas. Minister of infrastructure has personal conflict with Volodymyr Groysman. Minister of economic development and trade simply is incompetent in the area he is responsible for. Disregard many problems, we can report substantial achievements of Groysman Cabinet. In particular, his first decision back in April 2016 was to raise heating tariffs to import parity level. Through the year Groysman supported healthcare reform which received multiple positive feedbacks from international donors and civil society. The Cabinet pushed through the parliament a law which simplified tax administration procedures. A tax police – one of the key troublemakers for businesses – was dissolved.
