Armenia and Azerbaijan discuss peace

On December 26 the Prime Minister of Armenia met the Azeri President in St Petersburg. It was at the Commonwealth of Independent States (CIS) Summit. Both countries are members of the CIS along with other former Soviet countries. Baku and Yerevan have exchanged 7 draft agreements on permanent peace. The CIS is not a military alliance. Armenia is a member of the Collective Security Treaty Organization (CSTO) which is a military alliance. Armenia has openly considered leaving it due to the lack of help from Russia. Despite dissatisfaction with the CSTO Armenia has not talked about leaving the CIS which is a separate organization. Baku wants de jure recognition by Armenia that Nagorno-Karabakh belongs to Azerbaijan. But this is too much for hardliners in Armenia. There is a fear in Armenia that if they concede that, then Baku will only demand more. Baku is already talking about retaking "West Azerbaijan", i.e., Armenia. Azerbaijan also wants a corridor to connect its exclave Nakhchivan to the major portion of the country. There could be a major peace dividend if the conflict ends permanently. Azerbaijan would be able to trade with Turkey via Armenia. Armenia would also gain trade opportunities.
