Armenia refuses talks with Azerbaijan for the moment

On December 22 Armenia declined to speak to Azerbaijan about resolving the tense standoff on Lachin Road. Russia was supposed to mediate the talks. On December 12 Azerbaijani demonstrators blocked the road through the Lachin Corridor. The road connects Armenian-occupied Nagorno-Karabakh to Armenia itself. The demonstrators are against illegal Armenian mining. They want Azerbaijan to be able to inspect the mines. The road is used to take the mineral to Armenia. Armenia said the road block is a breach of the 2020 ceasefire agreement. The Lachin Corridor is patrolled by Russian peacekeepers. But Russia has not resolved the issue, although the country insists that it is trying. Armenia said the road blockade is a humanitarian crisis. Food cannot be brought to Nagorno-Karabakh, and very ill people cannot get to hospital. Azerbaijan and its ally Turkey know that Russia cannot afford to offend them because Russia has alienated so many countries due to the Ukraine War. Therefore, Azerbaijan is exploiting this opportunity to gain an advantage over Azerbaijan. Western countries that are sympathetic to Armenia dare not raise their voices because they need Azerbaijan's energy and Turkish cooperation on other issues. Russia publicly criticized Armenia's postponement of talks. Armenia is in the CSTO alliance led by Russia. But Russia will not defend Nagorno-Karabakh because it is legally Azerbaijan's. Azerbaijan said that Armenia has not fulfilled the 2020 ceasefire agreement, which requires it to hand over 8 villages. Armenia denies that any such requirement exists. In September 2022 a flare up in fighting led to 300 deaths.
