Armenia to join the ICC

On October 2 Parliament voted 60-22 to ratify the Rome Statute of the International Court. This means that Armenia will probably join the ICC. It remains for the President of Armenia to sign this into law. The President usually does so. If he does, then the law will take effect 60 days later. The ICC issued an arrest warrant for Putin in 2023. If he travels to a country that is a member of the ICC then that country is obliged to arrest him. That was probably why Putin did not go to South Africa to the BRICS Summit in 2023. On October 1 Putin's spokesman said that Armenia's joining the ICC would be seen as an extremely hostile act. Moscow has long warned of grave repercussions if Armenia did this. It has surprised some that Yerevan defied this implicit threat. This is a blow to Russia's standing. Armenian confidence in Russia has been severely undermined by the lack of Russian support since the Ukraine War began. Russia is disappointed at Armenian neutrality. Armenia said it wants to join the ICC because of Azerbaijan's war crimes. Russians fleeing the draft have moved to Armenia. They have been a boost to the economy. On October 3 the United Nations said that of the 120,000 Armenians in Nagorno-Karabakh all but 50 have fled since September 20. Armenia will struggle to provide for them, despite UN aid. Russia could expel hundreds of thousands of Armenian guest workers. It could cut off trade. Affordable Russian weapons keep the Armenian Army viable. Where else can Armenia turn?
