On October 23 the two countries began three days of joint drills. The two countries speak almost the same language and often boast of their fraternal relationship. 3,000 troops took part in the drills, which are named in honor of the founder of the Turkish Republic, Ataturk. Some of the drills took place on land taken back from Armenia in 2020. On October 23 the foreign ministers of Azerbaijan, Armenia, Turkey, Russia and Iran all met in Iran. They are all seeking a permanent solution to the conflict between Armenia and Azerbaiian. There was no clear outcome to the meeting. Azerbaijan says it wants a definitive end to the dispute and the use of road and rail routes through Armenia to Turkey. Despite recent rows, it seems that Russia is unwilling to abandon Armenia totally. Russia's influence in the Caucasus has suffered a diminution since 2022. Iran is inviting Russia partly due to its friendship with Moscow. They said that they want to settle the conflict without Western meddling. Armenia and Azerbaijan's leaders were due to meet in Brussels in late October 2023 but that was cancelled by the Azeris.
