Pressure on the ministerial team and other weekly topics

BRAZIL POLITICS - Report 24 May 2021 by Murillo de Aragão and Cristiano Noronha

Congressional leaders are working on a deal on federal budget adjustments and presidential vetoes. The presidents of the Lower House and Senate will discuss Tax Reform with Paulo Guedes. In the Lower House, the Constitution and Justice Committee may vote on Administrative Reform. In the Senate, Rodrigo Pacheco may announce the rapporteur of the Provisional Measure on Eletrobras. The only testimony in the Pandemic CPI scheduled for this week is that of Mayra Pinheiro, Secretary of Secretary of Labor Management and Health Education at the Ministry of Health.

This week's Talking Points:

• No agreement on Tax Reform.
Lower House President Arthur Lira (PP-AP) said that he would present a timetable for tax reform last week. However, disagreements with the President of the Senate, Rodrigo Pacheco (DEM-MG), who supports a broader reform, postponed the announcement…

• The House could conclude Administrative Reform in September.
Analysis of Administrative Reform in the House is taking more time than predicted by the president of the House, Arthur Lira (PP-AL). At Arko Advice, in an optimistic projection based on the internal rules of Congress, we estimate that the Reform in the House will take another four months…

• The government's political articulation.
In her position as Minister of the Government Secretariat for two months, Flávia Arruda (PL-DF) is in the crosshairs of some legislators…

• Pressure on the ministerial team.
The pressure for changes in the ministerial team is nothing new. However, in the last few days, speculation has surfaced involving at least three new names: Rogério Marinho (Regional Development), Flávia Arruda (Secretariat of Government) and Ricardo Salles (Environment).

• Next steps in the COVID CPI.
Although the COVID Parliamentary Committee of Inquiry (CPI) had little impact on the government's popularity, the Committee has managed to reveal some embarrassing facts, for example, last week's revelation that ten emails from Pfizer offering vaccines were ignored.

• Could Ciro Gomes be the third candidate?
In demonstrations held last week, ex-Minister Ciro Gomes (PDT) targeted former President Lula (PT). He told the newspaper Valor that he is “going to go after Lula, who is the most corrupt person in history”…

• Lula and FHC meet.
The photo of a meeting between former Presidents Lula (PT) and Fernando Henrique Cardoso (PSDB) during a lunch attended by the former President of the Supreme Federal Court (STF) and ex-Minister Nelson Jobim, in São Paulo (SP), had repercussions in the political world last Friday (May 21)…

• The economy and the risk of a third wave of COVID.
Although the number of deaths caused by COVID-19 has stabilized at an average of around 2,000 deaths per day, the reopening of economic activities by governors and mayors, combined with the advancement of the vaccination plan, has led the Ministry of the Economy, as well as the market, to outline a positive scenario for the performance of the Gross Domestic Product (GDP) this year…
