On August 8 the presidents of the five former Soviet republics met in Astana. The President of Azerbaijan was also invited even though his country is not a member of this informal Central Asian bloc. This is the sixth annual consultative meeting of the presidents. It is about cooperation. However, there is relatively little to show for the five previous meetings despite the rhetoric. There is a plan to achieve certain development goals by 2040. The republics want to increase intra-regional trade.Turkmenistan is notoriously isolationist, so it is an achievement to have it participate. Three of the five are members of the Russian-led military alliance the CSTO. Two of the five are members of the Eurasian Economic Union. Because of this there is a lack of coordination between the five Central Asian nations. The West sees anything that enhances Central Asian identity as laudable inasmuch as it is a diminution of Russian and Chinese influence.
