China and Russia to agree space cooperation

On December 29 the two nations announced that they will sign a Cooperation Program for 2023-27. The signing will take place in early 2022 and it will include building the International Lunar Research Station by 2035.Roscosmos and Chinese state media both announced the agreement to sign. Why is it being announced when the exact date for signing has not been agreed? Perhaps Moscow wants to be seen to have a close relationship with China as Russian relations with NATO have sunk to a new low. The program will lead to the development of Russian and Chinese satellite systems. GLONASS and BeiDou Navigation Satellite System will be installed in 2022. The Chinese National Space Agency (CNSA) will collaborate with Roscosmos.The two countries criticized NASA's Artemis accords for being an extension of NATO. Roscosmos and CNSA said they were exploring space to benefit all nations.The ILRS will be built on the moon. It will be used for scientific work. There is supposed to be an earth-to-moon flight system by 2025. The two nations shall work together on lunar exploration, planning operations and controlling them.The legally binding agreement has not yet been drafted. There is clearly a great deal of trust between the partners.In March 2021 Roscosmos and CNSA signed a memorandum of understanding on the lunar research facility. There was a joint declaration on it in April 2021. The project is in principle open to other countries to join.China is planning several more missions over the next 10 years.
