Cuba claims that Russia has recruited Cubans to fight in Ukraine

On September 5 Cuba announced that it has uncovered a network that persuades Cubans in Russian to volunteer for combat in Ukraine in return for Russian citizenship. Cuba has launched a criminal investigation. Cuba considers this mercenary activity, which is unlawful. Russia has not responded to the story. Some Cubans in Russia claimed they were duped into fighting when they agreed to work in reconstruction in east Ukraine. Many Central Asians told a similar story.  Despite Cuba's cozy relationship with Russia, it is neutral on the Ukraine issue. There are several thousand Cubans in Russia. Many of them are married to Russians. Cuba has allowed its people to emigrate for the past 10 years.  Aeroflot still flies direct from Moscow to Havana. In June 2023 the Cuban Defense Minister visited Russia. Russia would like to reduce the number of Russians who fight in Ukraine. This requires Russia to persuade foreigners to do the fighting. The Kremlin does not want to have to draft more men because it is unpopular.
