Delcídio’s plea bargain heats up impeachment

BRAZIL POLITICS - Report 03 Mar 2016 by Murillo de Aragão and Cristiano Noronha

Delcídio do Amaral is, without a doubt, one of the best positioned senators in Congress. He has always had good transit with different groups and above-average political knowledge in the federal sphere.

The fact that Delcídio signed a plea bargain deal is the precursor to an extraordinary political event. The IstoÉ story is important for the following points:

The senator reveals that, on three different occasions, President Dilma Rousseff, while in office, and former Minister of Justice José Eduardo Cardozo tried to interfere in the Lava Jato Operation;
The senator reveals how, in 2008, Dilma Rousseff acted decisively to keep Nestor Cerveró as a director at Petrobras. On this occasion, Cerveró lost the post of International Director because of pressure from the PMDB, but Dilma was able to place him as Financial Director of BR Distribuidora;
He describes a parallel, undeclared funding operation for Dilma’s 2010 campaign organized by financial agent Adir Assad. According to Delcídio, the scheme was discovered by the Bingos CPI, but the government used its support base in Congress to impede the investigations of congressmen;
Delcídio claims that Dilma had full knowledge of the entire process for the purchase of the Pasadena refinery;
The senator told prosecutors that former President Lula commanded the scheme for the payment of monthly bribes to former Petrobras Director Nestor Cerveró so that he would not sign a plea bargain deal;
One of the issues that “most afflicts” former President Lula, according to Delcídio, is the Carf CPI. The group is investigating the purchase of Provisional Measures during the Lula administration to favor auto manufacturers, as well as the involvement of his son, Luis Cláudio, in the scheme. According to the PT senator, “several times, Lula requested that he act to avoid the summoning of Mauro Marcondes and Cristina Mautoni, to testify.”

The consequence of Delcídio’s plea bargain is the increased severity of the political situation, with very serious risks to the government’s survival and that of many high-ranking politicians in the country. The repercussions could also reach the opposition and Judicial authorities.

The drama that will follow comes from the question: Who has the ability to lead us out of this impasse? The reaction of the streets to this crisis will also be important. Even if the plea bargain has not been confirmed legally, the political damage is immense.

In the House, the impeachment had lost momentum. Now, it has gained new life. It is expected that, in the next two weeks, the STF will decide on the questions presented by Eduardo Cunha regarding the impeachment proceedings. The election of the members of the impeachment committee will follow. The plea bargain may also add fuel to the fire of demonstrations against President Dilma Rousseff, scheduled for March 13.
Next week, the Carf CPI will be installed in the House. Many individuals named by the senator in the story may be summoned Aside from the impeachment committee, the Carf CPI could be at the center of an intense clash between the government and the opposition.
