E-declarations finally launched

On August 31st e-declarations were finally launched. Civil activists also confirm that the system was properly started. Recall in mid-August there had been unfolding a scandal about failed e-declarations launch. On August 15th National agency on corruption prevention launched e-declarations only in so called “test regime”. The system was not provided security certificate by state service of special communication and information protection. Without the certificate all information indicated in e-declarations could not be used for criminal prosecution which allowed bureaucrats again feel comfortable about their undeclared wealth. This step with “test regime” was seen by civil activists as an attempt to sabotage this reform and was harshly criticized. In response EU mission in Ukraine made unusually tough statement on “test regime” of e-declarations. What’s more, there were rumors that president and prime-minister received a letter from the IMF on this issue. Many officials publicly expressed concerns regarding cooperation with the Fund in light of this scandal. President Poroshenko ordered to provide security certificate to e-declarations by August 31st. Luckily this promise was implemented. Now prospects for next wire from the IMF look much better.
