Executive Summary On September 29 the administration of President Enrique Peña Nieto sent Congress a draft of a Federal Law to establish Special Economic Zones to promote sustained and balanced economic growth in the regions of the country with the least degree of social development. The factor that moved the administration to draft the law, by its own account, is the evident degree of regional inequality resulting from the dynamics of the economy over the past 30 years.
