Electoral reform proposed in Russia

The chair of Russian Central Election Commission proposed reforms on September 30. Ella Pamfilova said that the head of the electoral commission in each region should be held responsible for any violations that are not addressed. Local elections are often marred by significant fraud and Pamfilova wants to stamp this out. She wants to make it easier to become a candidate for governor. To run in a gubernatorial race someone must secure the signatures of 10% of deputies in the regional legislature in certain regions. Pamfilova wants this reduced to 5%. A candidate also needs signatures of 3% of the population of the region which Pamfilova said should be 0.5%Pamfilova suggested getting rid of absentee voting and early voting. Blockchain using e-voting has made this viable. Regional elections were widely decried as tainted. 20 000 people demonstrated in Moscow against this. Do not expect reform. The government does not want to loosen control
