European Court of Human Rights demands Navalny's release

On February 18 the ECHR said that Alexey Navalny should be set free because he is in peril in custody. Russia has refused to comply with the court order. The Russian Constitution states that domestic law trumps international law. Russia is a member of the Council of Europe, a signatory of the European Convention on Human Rights and has a judge on the European Court of Human Rights. Leaks from the EU have revealed plans for more sanctions. These will target officials involved in Navalny's detention. Sanctions against pro-Putin oligarchs such as Usmanov and Abramovich are seen as a step too far.
