Finance Minister speaks: land reform, potential Eurobonds and accusations against the chief tax collector

Yesterday, on Feb. 6th, Finance Minister Oleksandr Danylyuk gathered journalists for a meeting and shared with public few interesting points. Firstly, he stated that the law on agri-land circulation will be submitted to the parliament by the end of May. It was agreed with the IMF. Previously, the Fund demanded the law to be approved by the end of March (it was mentioned at the draft memorandum). Recall, the law on agri-land circulation is the final precondition for the launch of full-fledged land market in Ukraine. So far we do not know how the market might look like and there is a risk of limited format of land circulation (at list such ideas have been voiced). Still the pressure for creation of land market is very high both from IFI’s and local civil society. Also few owners of agro-holdings supported free land circulation publicly. There is a good chance that 2017 will be the last year of land moratorium in Ukraine. Another point that Danylyuk mentioned yesterday was a plan to probe markets with Eurobonds placement in 2017. The authorities were encouraged with success of Kernel Holding. And now Minfin also wants to try its luck. Danylyuk did not mention details. One more interesting point that Finance Minister was talking about was related to the Head of State fiscal service Roman Nasirov. In fact, it looks like Nasirov was the main reason why Danylyuk gathered journalists yesterday. Finance Minister claimed publicly that Roman Nasirov sabotages reforms in fiscal area.
