Flash: Congress denies confidence to the new Prime Minister

This morning Congress approved a no confidence vote on the newly appointed Prime Minister, Mr. Pedro Cateriano. The Constitution mandates that the Prime Minister needs to seek a confidence vote from Congress. In case it is denied, the whole Cabinet need to be reshuffled. President Martin Vizcarra has to appoint a new Prime Minister. Out of the total 125 congressmen attending, only 37 voted in favor, 54 against and 34 abstained.There are many versions of why congressmen voted this way, but two are the most credible. First is some key congressmen opposition to the University reform. In an effort to improve the quality of universities, this government had shut down some universities that failed to meet education standards. However, some of the new congressmen elected represented these universities that had been shut down and demanded the Prime Minister to sack the Education Minister that was responsible for new quality standard. Second was the Prime Minister comments in favor of the mining sector in his speech.What follows is a new round of negotiations. The government rightly so had said that the Education Reform is not negotiable and both the President and his Prime Minister had said in their speeches to Congress that plan to continue with this reform. They now need to convince the political parties opposing this reform to moderate their stance. This may mean the removal of the Education Minister, however.
