On March 21 Fumio Kishida made a surprise visit. He met Zelensky and visited Bucha where Russian troops allegedly massacred civilians in 2022.  Kishida reaffirmed Japan's support for Ukrainian independence and its sovereignty over all its land. Japan has sent military aid to Ukraine. Japan has a tetchy relationship with Russia because of a dispute over the Kurile Islands. Moreover, as Moscow has drawn close to Beijing this alienates Japan.  Japan and Russia had fairly cordial relations until recently despite Japan's being a US ally. In the last few years Russia has been cooperative with North Korea and this alarms Japan, which sees North Korea as a grave threat. Japan has joined in Western sanctions against Japan. Russo-Japanese relations are at their worst for decades now.
