Kazakhstan offers to broker peace in Ukraine

On June 20 President Tokayev said he would like to see a ceasefire in Ukraine and said Kazakhstan would like to help to achieve this. He underscored that Kazakhstan cherishes its relationship with Russia. Russia is an ally of Kazakhstan in the CSTO and a member of the same economic bloc, the Eurasian Union. Tokayev was speaking as he played host to the German President. Tokayev said he wants peace to be established in accordance with the UN Charter and he praised China's peacemaking efforts. Kazakhstan does not recognize Luhansk and Donetsk as part of Russia, which Moscow claims they are. Tokayev did not attend the St Petersburg International Economic Forum in 2023. This will have disappointed Russia. Tokayev's comments do not include a concrete peace proposal. He is trying to maintain a cooperative relationship with the West without alienating Russia. The Ukraine War has given Kazakhstan more freedom of movement and benefited economically as Russian people and companies have moved there. On the other hand, some Kazakhs are worried that Ukraine could set a precedent for Russia to then seize Kazakh land.
