Kazakhstan will reduce the power of the president

On March 17 President Tokayev announced that he intends to amend the constitution. In future the country will primarily be controlled by parliament and the presidency will become a ceremonial role. The regions shall be granted greater autonomy. The president will no longer be able to annul or suspend decrees by regional governors. However, under the scheme the president will still have the prerogative to appoint and fire governors.Tokayev said that relatives of the president will be banned from senior government posts and positions in semi-state companies. The president will not be able to appoint so many senators in future. Tokayev said he will resign as leader of the Amanat Party. It was previously called the Nur Otan Party but he renamed it. Parliament will have 30% of its members elected in single member constituencies. New political parties will have to have only 5 000 members and not 20 000 at present. Some analysts say that these reforms are solely for presentational purposes. Tokayev wants to retain actual power. Some doubt that he wants real opposition parties to compete.
