Latvia declares Russia a ''state sponsor of terrorism''

On August 11 the Latvian Parliament passed a motion saying Russia had committed genocide in Ukraine. No one voted against the motion. Ukraine applauded the move. Russia denounced this as xenophobia and accused those who passed the motion of being neo-Nazis. Latvia noted that Russia often uses cluster munitions. Most countries have banned cluster munitions but they are allowed by international law. Ukraine has not banned them. Latvia said that the EU should cease the issuance of tourist visas to Russian and Belarusians. Latvia is a former Soviet country that borders Russia. It has a significant Russian ethnic minority. Some Russian politicians have doubted the legality of Latvian independence.
