President Lula has meetings in China today. He will participate in the inauguration ceremony of Dilma Rousseff as president of the New Development Bank (NDB)—the BRICS bank. Then, he will have dinner with the General Secretary of the Communist Party in Shanghai. After dinner, Lula will leave for Beijing. Ministers are trying to deal with congressional criticism of President Lula's decree on the sanitation framework. Today, ministers will meet with party leaders to discuss the issue. It is unlikely that the government will withdraw the decree. The Supreme Federal Court (STF) concluded the virtual judgment of the appeal on the right to ICMS tax credits.
