Executive Summary GDP growth at 2.4% in 2014 was very disappointing, after the 5.5% average annual growth of the previous five years. While part of the slowdown can be attributed to transitory supply shocks, affecting fisheries and agriculture, investment growth has stagnated, after raising an average of 10% per year at the last five years. We foresee growth of 3.2% in 2015, then 4.5% on average for 2016 through 2018, with the latter uptick mainly due to mining expansion, a better domestic business climate and a mildly improved global economy.
