On January 16 Choe Son Hui met her Russian counterpart Sergei Lavrov. Very few countries are willing to receive North Korean dignitaries. Lavrov expressed his gratitude for North Korea's vote against a UN resolution calling on Russia to withdraw from Ukraine. He said his meeting today was to reflect on an earlier agreement between the leaders of the two countries. He did not specify what the agreement was. In January 2024 the US said that Russia has been using missiles purchased from North Korea in Ukraine. Both Russia and North Korea deny this. In 2023 the US claimed that Russia bought back shells that it had sold to North Korea. This was due to a shell shortage in Russia. Russia is one of only three countries to have a land border with North Korea and is its second biggest trade partner. Russia voted for sanctions on North Korea due to its nuclear weapons development several years ago. However, it is suspected that Russia is breaking those sanctions. North Korea badly needs fuel and food. In 2023 Putin accepted an invitation to visit North Korea. However, no date has been set for it.
