North Korean workers still in Russia

On January 23 Moscow acknowledged that North Korean laborers are still in Russia past the UN deadline for these workers being expelled. A UN Security Council Resolution voted for by Russia required all these workers to leave by December 22 2019. Moscow said that these workers were not repatriated due to technical difficulties. This is a standard Russian Government excuse. The US estimates there are 30 000 North Koreans in Russia. Moscow says the figure is 1 000. Their work permits have expired and Russia says these people are not earning anything. Russia usually gives illegal immigrants short shrift. What is the real reason for these North Koreans being allowed to stay? Perhaps Russia wants to be helpful to North Korea and thereby create a counterweight to the US. Tellingly the number of student and tourist visas issued to North Koreans shot up to 27 000 in 2019. It was 5 000 in 2018. It is suspected that these 'tourists' and 'students' are in fact working in Russia. Russia tried to have sanctions on North Korea eased in December in 2019. This failed and Moscow insists that it is rigorously enforcing the sanctions.
