On 5 December the Russian Union of Industrialists and Entrepeneurs sent a letter to the Russian Government outlining their worries about proposed changes to the system of subsidies. The change would only give subsidies to profitable companies with growing exports. The idea is to reinforce success. Businesses that have used subsidies as a lifeline might be allowed to go bust under the new scheme.Deputy Prime Minister Dmitry Kozak is the one who is responsible for the proposed reform. He views subsidies as a means of assisting economic growth. Others would prefer it to be used to mollify socially important groups.
