Parliament approves new election law in first reading

Today parliament approved in first reading new Election Code which envisages open voting lists on parliamentary elections. Open lists were among the key demands of October street protests. Open lists eliminate large part of political corruption since leaders of the parties will not be able to secure place in the parliament for party sponsors (no selling of MPs’ mandates anymore). In fact this voting result appeared to be absolutely unexpected. MPs, when discussing what happened, mention that it was accidentally. None from President Office gave instructions how to vote on this law and somehow it happened that the bill received sufficient support by itself. It’s only first reading. Further move of this bill very likely will be complicated. Open lists are not that dangerous for the authorities as anti-corruption courts but still new Election Code changes drastically rules of the game. Even supporters of the bill recognize that it was just luck and expect tough resistance ahead.
