Picciani’s exit increases distance between the PMDB and the government
The removal of Leonardo Picciani from the leadership of the PMDB in the House is another important chapter in the distancing of the PMDB from the government. This is the party’s second move against the Planalto Palace in the last 24 hours. The party is still divided on the issue of the impeachment, but the pendulum is swinging to the pro-impeachment side. The change comes with important implications.
First, it shows that the majority of the party has picked its path: it will stand by Michel Temer, not Dilma. Another important aspect is that Leonardo Quintão (MG), the person most likely to become the new leader of the party in the House, is more critical and independent than Picciani.This is why the Planalto considered him for the Civil Aviation Secretariat as a replacement for Eliseu Padilha. Third, the Planalto loses an important channel for institutional dialogue with the PMDB in the House. The government does not have a dialogue with the president of the House, Eduardo Cunha, nor does it engage with Vice President Michel Temer. Without Picciani, it loses direct contact with the PMDB leadership. Thus, it becomes increasingly dependent on Renan Calheiros, who has limited influence on the impeachment proceedings in the House.
Picciani is still trying to reverse the decision, but it is unlikely that he will be successful. Additional signatures, aside from the 35 in favor of Picciani’s exit, are being collected.
The distancing of the PMDB from the government reinforces the need for the government to increase dialogue with supporters from the party and the governing coalition as a whole, especially the PP, PR, PSD, PDT, PROS, PRB and PMB.
