Executive Summary The governing Revolutionary Institutional Party (PRI) has interpreted its first place finish in last month’s congressional elections as a mandate for pursuing its pre-existing political agenda and a public endorsement of the performance of President Enrique Peña Nieto. In doing so the party is turning a deaf ear to public outrage over seemingly unending cases of alleged corruption, apparent cover-ups of cases of official abuse and a lack of progress in dealing with problems of security and the fight against organized crime, a failure that is all the more apparent these day...
