President Boluarte reshuffled her Cabinet as anticipated

Tonight President Dina Boluarte reshuffled her Cabinet and replaced the following ministers: Economy and Finance, Alex Contreras; Defense, Jorge Luis Chavez; Energy and Mines, Óscar Vera; and Environment, Albina Ruiz. She has taken oath of office this afternoon from the new ministers: José Arista, Walter Astudillo, Romulo Mucho, and Juan Carlos Castro. This reshuffle was long overdue as explained in our February report released today. Two surprises. She didn't sack the Interior Minister, Victor Torres, who is facing an impeachment motion in Congress, and she kept her loyal Prime Minister, Alberto Otárola. It was apparent that these ministers had underperformed. The case of Contreras was very obvious. He mishandled the recession, failed to deal with PetroPeru's financial problems, and last December aggressively cut the budget. The case of Vera was similar: he also carries responsibility for PetroPeru, but more importantly, for not unlocking the large number of mining products and cutting red tape in the approval process. Yet the most interesting decision was to keep his Prime Minister, Alberto Otárola. He has proven a loyal minister and an astute political negotiator. However, he has a very negative perception from the population and since last year protests he had been a drag on the president. However, the message is that she needs him.
