A communique published yesterday by the Presidency of the Republic stated that Laurentino Cortizo suffers a condition known as myelodysplastic syndrome of intermediate-range, a type of bone-marrow cancer. Cortizo will continue the treatment of this disease after July 1 in Houston once he complies with the constitutional duty of presenting the “state of the nation” to the Legislative Assembly. Yesterday`s official statement referred to a personal medical checkup last May that showed some blood anomalies that prompted his local doctors to require the treatment. It is premature to assess the result of the second opinion arising from the Houston visit. However, a possible “absolute absence” of Cortizo, for different circumstances, activates the succession mechanism established in the Constitution (article 189): “In the event of absolute absence of the President of the Republic, the Vice President shall assume the office for the remainder of the term. When the Vice-President assumes the office of President, the Vice-Presidency shall be exercised by one of the Ministers of State, who shall elect him/her by a majority vote, and who must meet the requirements to be Vice President. When, for any reason, the absolute absence of the President cannot be filled by the Vice President, the Presidency shall be exercised by one of the Ministers of State, elected by a majority vote, who must meet the requirements to be President of the Republic and shall have the title of Minister in Charge of the Presidency. When the absolute absence of the President and the Vice President occurs at least two years before the expiration of the presidential term, the Minister in Charge of the Presidency...
