The Plan, launched within the context of the celebration of the International Day against Corruption, includes the following actions: 1. Creation of a single portal for transparency of government activity with unlimited access. 2. Regulation of the Public Administration’s advertising. 3. Review and restructuring of social protection programs and creation of a body that manages and supervises all programs. 4. Application of the Law on Salary Regularization of the Dominican State and indexation of salary levels according to the Consumer Price Index. 5. Creation of a Cabinet of Transparency, Prevention and Control of Public Expenditure. 6. Approval of modern criminal legislation that sanctions acts of administrative corruption. 7. Creation of an Early Warning System for real-time monitoring of public procurement processes. 8. Creation of an anti-fraud unit within the General Comptroller's Office to carry out permanent inspection in all areas of government. 9. Revision of the Law 10-04 of the Chamber of Accounts to provide it with greater budgetary and autonomy. 10. Support for the institutional reform of Congress to strengthen its representation and oversight functions. 11. Establishment of clear and transparent rules to compete electorally, with control over the origin of electoral financing. 12. Recovery of public assets stolen in acts of corruption. 13. Promotion of a constitutional reform to establish the independence of the Attorney General Office, promote popular consultations via referendum and shield the Constitution against attempts to modify it based on personal aspirations.
