On May 23 Putin signed a law allowing voting by mail and interent. He is keen to hold a referendum to amend the constitution so that he can serve two more terms as president. The referendum was schedule for April 22 but had to be delayed sine die. The postal voting law has already passed Parliament. The United Russia Party proposed the law.The constitutional referendum cannot be held until lockdown ends. No one knows when that will be. If lockdown is lifted there is a chance that it might have to be reimposed if there is a second wave of coronavirus.The law also banned those convicted for misdemeanors for seeking election for five years. There is a lifetime ban on running for election for those convicted of extremism: i.e. saying anything Putin dislikes. Those convicted of repeatedly protesting without permission will also be banned for life.
