Putin declares complete martial law in occupied Ukraine, limited version in Moscow

On October 19 the president made the announcement. Some war hawks had been agitating for this move for months. Martial law means curfews, military censorship, travel restrictions and residency restrictions. This does not suggest that the war is going well 8 months into the conflict. The Federal Council approved the decree. The martial law decree allows for a general mobilization at any moment. However, that is very unlikely for at least several months. The army cannot quickly cope with the men it has just called up. Putin alluded - again - to the Ukrainian Government as ''the Kyiv regime''. He accused Ukraine of rejecting peace talks and of using terrorist methods. He said that Ukraine had been sabotaging Russia and had tried to attack nuclear power plants. The Mayor of Moscow said that life in the capital shall continue as normal. The Moscow-appointed governor of the four occupied regions of Ukraine will have additional authority. The president's spokesman said border will not be closed. There had been speculation that this would be done to prevent men escaping the draft. Regions of Russia bordering Ukraine are implementing levels of limited martial measures to restrict entry to and exit from their regions. The orange (mid level) is for Crimea, Krasnodar, Belgorod, Bryansk, Voronezh, Kursk and Rostov regions. A yellow (elevated) level of readiness is for regions in the center and south of Russia but there are a few exceptions. All the other regions of Russia are in a green (basic) level of readiness.
