On May 23 met his Belarusian counterpart. The press releases said the two presidents discussed economic cooperation and collaboration in other spheres. Both countries have publicized the fact that they have been holding nuclear exercises. There are Russian nuclear arms in Belarus. Belarus is Russia's closest ally. Russian forces launched the invasion of Ukraine in 2022 from Belarus as well as Russia. This is Putin's second visit abroad since his re-inauguration. It is a measure of the importance he attaches to relations with Minsk. This was only his second visit to Belarus since the the war began. Usually Lukashenko comes to Moscow. That Putin went to him may suggest that he wants something from Belarus badly. On May 24 the new Russian Defense Minister met his Belarusian analogue in Minsk.
