Putin in Kyrgyzstan

On October 12 Putin arrived in Bishkek for the two-day visit. It is because of the Commonwealth of Independent States (CIS) Summit. The CIS comprises 9 former Soviet republics. This is Putin's first trip to another country since the International Criminal Court (ICC) issued an arrest warrant for him. Kyrgyzstan has not ratified the Rome Statute of the ICC and therefore is not obliged to arrest him. Kyrgyzstan is the second poorest of the 15 former Soviet republics. It has about 10% of its citizens working in Russia on temporary visas. It urgently needs their remittances. It is a formal military ally of Russia. Kyrgyzstan is therefore delighted to host the CIS Summit. For the first time Armenia is boycotting the CIS Summit. This is assumed to be a calculated snub because Armenia is desperately disappointed that more help was not forthcoming from Russia during recent fighting against Azerbaijan. But Armenia's non-attendance could also be because Azerbaijan is a member of the CIS.
