On November 15 Putin inked the law that permits elections to be held in occupied Ukraine, which is under martial law. It also limits media reporting at polling stations. Non-accredited journalists will be forbidden from filming at polling stations at military bases. Opposition groups suspect that this is to prevent the media from exposing rigging. A very similar law applied to the September 2023 municipal elections held in Russian-controlled Ukraine. Ukraine and its Western partners have rejected the results of these elections as illegitimate. The presidential election is due in March 2024. Putin is universally expected to run but has not made an announcement. This would be his fifth term, and if he wins (as is a foregone conclusion) it would keep him in office until 2030. The Central Election Commission will be able to hold elections in Russian-controlled Ukraine if the FSB (internal intelligence) and the Defense Ministry concur. This suggests that the election might be cancelled in the five regions of Ukraine controlled by Russia if it is judged to be too dangerous to hold the election.
