Putin withdraws Russia from nuclear treaty

On November 2 Putin signed the de-ratification of the Comprehensive Nuclear Test Ban Treaty (CTBT). CTBT forbade nuclear weapons tests. This takes effect immediately. Russia and the US signed it on 1996. Although Russia ratified it, the US never did so. Several other nuclear weapons states refused to sign the CTBT. Moscow said it was de-ratifying the CTBT as the US had never ratified it. There is no doubt that Russia is legally entitled to do so. Russia says it does not plan to carry out nuclear weapons tests despite the move. There have been rumors in the media of Russia conducting nuclear tests despite this statement. Why is Russia making this move now? Perhaps it is a reminder of its very alert nuclear posture.
