On June 17 the President of South Africa met Putin. President Ramaphosa was accompanied by the presidents of the Comoros Islands, Zambia and Senegal. Ramaphosa said that the war should end as soon as possible. Ramaphosa's 10-point peace proposal was said by Moscow to be difficult to implement. Talks were flatly rejected by Ukraine. Ramaphosa called for de-escalation, mutual recognition of sovereignty, security guarantees and free trade through the Black Sea, an exchange of prisoners and the repatriation of Ukrainian children who were taken to Russia. Ukraine will riposte that Russia does not respect Ukrainian sovereignty despite recognizing it in the 1944 Budapest Memorandum. Ukraine demands the unconditional withdrawal of all Russian troops. Russia considers five Ukrainian regions to be legally Russian. Putin reminded the Africans that Western countries abused their continent for centuries. He also lauded the African Union's balanced approach to the Ukraine issue. The Black Sea Grain Initiative expires on July 17 2023. Russia is again suggesting that it might not renew it. Africa is already suffering from reduced shipments of Ukrainian grain and fertilizer. Putin blames this on Ukraine. Flooding in Ukraine caused by the destruction of Kakhovka Dam will reduce grain yields further. Over 45 people died due to the flood.
