Reviving South Africa’s governance institutions in the face of political headwinds

There is a myriad of challenges facing President Ramaphosa in the lead-up to the May general elections, both as president of the country and even more as president of the governing political party, the African National Congress (ANC). The infighting within the ANC, well documented in our previous report, "Political headwinds facing President Ramaphosa and his political strategy," will likely have spillover effects on government, as factional tendencies will be displayed through public institutions. Governance institutions, especially the law-enforcement agencies and the SA Revenue Services, will be tested to the limit. This will mostly happen through inconsistencies in policy implementation as deployees from different factions might pick and choose which policy to implement and to what extent based on their factional preferences. It is likely that the expropriation of land without compensation and the so-called "nationalization" of the South African Reserve Bank will be used as proxy instruments in the battle between the Zuma and Ramaphosa factions. President Ramaphosa is inclined to adopt a more conciliatory and cautious stance while the Zuma faction will push for a more radical approach to the implementation of these two policies.
