On December 15 Russia voiced its disquiet because of heightened tension between Azerbaijan and Armenia. A road connecting Armenia to Nagorno Karabakh has been blocked since December 11. Nagorno Karabakh is home to 120,000 ethnic Armenians and virtually no Azerbaijanis but it is legally part of Azerbaijan. Azerbaijani civilians blocked the road. Armenia said this is a gross violation of the 2020 peace agreement with Azerbaijan. Armenia is loath to remove the Azerbaijani activists. If it dies so it could provoke a war with Azerbaijan, and Armenia is sure to lose. Russia will not defend Nagorno Karabakh because it is legally Azerbaijani. Armenia says the Azerbaijanis blocking the road have been sent by Baku. Baku claims that Russian peacekeeping troops have blocked the road. Russia denies this. The protestors say they are angry because Armenia is looting Nagorno Karabakh. Russia does not have the headspace to deal with this crisis. The US and EU have asked Azerbaijan to stop blocking the road, but they cannot push Azerbaijan too much. The EU needs Azerbaijan's energy. Azerbaijan is almost an extension of Turkey and the EU needs Turkish cooperation if the Ukrainian grain deal is going to work.
