Executive Summary The Chamber of Deputies is facing an October 20 deadline for passing its version of the 2014 Revenue Law. While no one can predict the final details of that bill, the extent of opposition to new tax proposals suggest that both the administration of President Enrique Peña Nieto and lawmakers will have to make changes, in addition to those points that will clearly not make it through the Lower House such as not applying the VAT tax to school tuitions, housing rents or interest paid on mortgage loans.
