Russia and Venezuela agree to enhance collaboration on hydrocarbons

On February 20 the foreign ministers of the two countries met in Caracas and made the agreement that included a statement about working together on civilian nuclear energy, farming and medicine. This is Sergei Lavrov's second visit to Venezuela since the Ukraine War began. The Russian Foreign Minister is currently on a tour of Latin America. On February 19 he was in Cuba before flying to Venezuela and he will later visit Brazil. Cuba was a Soviet ally in the Cold War and still has cordial relations with Moscow. However, Cuba voted to abstain in the UN resolution on the Ukraine War.  In Havana, Lavrov accused the US of using intimidation and blackmail to try to rule the world. He pledged solidarity with Russia's Latin American partners.  Venezuela is the only South American country to have voted for Russia's positions on the Ukraine War in the UN. Venezuela has a very amicable relationship with Russia. The Western World is hostile towards Venezuelan President Maduro and claimed that his challenger won the last election. Venezuela used to be a major purchaser of Russian armaments. Economic difficulties have made Venezuela unable to afford this. However, there is always the hope for Russia that Venezuela may resolve its economic woes and become a good customer again.  In 2023 Venezuela negotiated a deal with the US whereby sanctions were eased, and elections would be held in 2024. Chevron should be able to recommence pumping Venezuelan oil. But President Maduro suggested he may renege on the deal because he claimed that a US-orchestrated conspiracy to assassinate him had been discovered.
