On November 30 the Supreme Court ruled that the gay rights movement is extremist and therefore illegal. Involvement in such an organization can lead to 6 years in jail. The Orthodox Church welcomed the Supreme Court's judgement. Any form of advocacy for gay rights is now illegal. Encouragement of homosexuality among minors has been illegal since 2012. The fine for promoting gay propaganda even among adults is thousands of USD. It is half a year's salary for most Russians. Homosexual acts have been legal in Russia since the 1990s. However, under Putin the gay community has had its rights more and more restricted. Anyone displaying a gay symbol in public could in theory be prosecuted. Gender reassignment was outlawed in July 2023. Gay rights organizations say their services are urgently needed in Muslim regions of Russia where violent homophobia is encouraged by the local authorities. The President of Chechnya boasts that there are no gays in his area. Members of the public report people to the police for being gay. Being gay is not in itself illegal but will invite unwanted police attention. The Kremlin has been saying for several years that traditional Russian values are under attack from Western liberal extremism.
