On March 30 Putin signed the decree conscripting the 18-27 year olds for one year. Last year only 125,000 were called up at this time. The increase is said to be because the Defense Ministry has widened the parameters of those eligible. Men who would have been excluded for reasons of mental or physical incapacity are now sometimes judged fit for service. 770,000 Russian men were born on 2004. Of these 18-19 year olds, it is estimated that only 20% will be drafted in April 2023 and about 20% in the fall of 2023. According to Russian law no draftees can be sent to fight in Ukraine. In February 2022 Putin promised the same to the public. However, within days he admitted that some had been sent there. According to Russian law 5 Ukrainian districts are now Russia. Therefore, sending conscripts there is lawful. In 2022 Russia said it would expand its armed forces from 1.15 million to 1.5 million. It is expected that a further 400,000 men will be recalled to service, including those who have already been discharged after their year of military service and some who have never done it.
