Russia declares state of emergency over oil spill

On June 2 Putin declared a state of emergency because 20 000 tonnes of oil were leaked into a river north of the Arctic Circle. This occurred at a power plant close to Norilsk Siberia, on May 29. The president was irate because he was only informed of the incident two days later.The plant is owned by a subsidiary of Norilsk Nickel. The company is the largest producer of nickel and palladium in the world. On June 2 the president delivered a speech on TV. He excoriated Sergei Lipin the CEO of the company over the tardiness of their response. The governor of the region said he found out about the spill on May 31.
