Russia evades computer sanctions

On December 13 Reuters published a report showing that Russia has obtained USD 2.6 billion worth of IT components and electronics despite Western sanctions. Reuters and the Royal United Service Institute learnt this from an analysis of published Russian Customs Service data. Semiconductors were imported from Hong Kong and Turkey which are not sanctioning Russia. Estonia is a NATO and the EU member and is sanctioning Russia but it still sold some components to Russia. The parts come from AMD, Texas Instruments and Intel all of which are US companies. There is no suggestion that there was any connivance by these companies. Their components were resold without the knowledge of the manufacturers. Western chips have been found inside Russia missiles and weapons systems in Ukraine. The US said that Russia has lost 70% of its access to semiconductors that it was able to buy before the war. The EU and the US are both worried about the ease with which Russia has found workarounds to defeats sanctions. But what are they to do? They could sanction Hong Kong and Turkey but that would have repercussions from Western countries. Russia refused to comment on Reuters' story.
