On December 1 Putin signed a presidential decree about this saying the expansion was needed due to the threat from Ukraine and NATO's ''aggressive activity'' seeking more members. The decree says there shall be no amendments to the draft system. There was a huge draft in 2022 of men who had already done their compulsory military service and been honorably discharged. This was deeply unpopular and led to tens of thousands of young men leaving the country, permanently in some cases. The decree means 170,000 more troops. If the draft will not be extended in time or scope how will Russia find the numbers? The government is offering tempting golden hellos to men who volunteer. It is particularly targeting impoverished regions. It has been reported that authorities are seeking to draft men who recently attained Russian citizenship but have not done their military service. These men are often originally from Uzbekistan and Tajikistan. Despite being Russian citizens, some people regard them as not being real Russians. Therefore there is less public angst if they are killed at the front.
