On March 22 Dmitry Peskov said that there is a war against Ukraine. Russia had officially labelled it a "special military operation" and criminalized the use of the word "war" in relation to it. However, Putin himself slipped out the word "war" in 2023. Peskov said the situation turned into a war because the West had participated in it. But he did not say that Western nations have sent their soldiers to fight. Peskov added that in effect there is a war even though legally it is still a special military operation. The war has intensified in March 2024, with ever greater bombardments. Russia is said to be aiming to seize the main city in east Ukraine, Kharkiv. Peskov said that Russia cannot tolerate Ukraine's existence since it wants to take Crimea and other Russian regions, i.e,. the ones annexed by Russia in 2022. Peskov hinted at a mobilization. It is widely rumored that many men will be drafted in 2024. Putin said in October 2022 that mobilization was over but he did not sign a decree to that effect. Therefore the draft has continued with about 30,000 men a month being called up. This is a sufficiently low level to avoid alarming the public. Those drafted are usually poor, less educated, rural and ethnic minority men. In March 2024 the Defense Minister announced a major expansion of the army. This is only possible with a significant increase in the draft because it requires around 200,000 more troops. The Kremlin wanted it to be a special military operation because then civilians could largely carry on as normal.
